Spain’s Traffic Authority Restricts Use of Bus-VAO Lanes for Single-Occupant Electric Vehicles

Spain’s Directorate General of Traffic (DGT) has restricted the use of high-occupancy vehicle lanes (Bus-VAO) for electric and plug-in hybrid vehicles when only the driver is present. The change came into force as part of a traffic regulation update published on 14 January 2026 in the Official State Gazette.

Under the new regulation, electric and plug-in hybrid cars with a “0 emissions” environmental label can no longer use Bus-VAO lanes on major roads if they have only a single occupant, unless traffic signs indicate otherwise. Previously these vehicles were allowed access regardless of occupancy.

The change prioritises vehicles with at least two occupants, buses, motorcycles and other permitted categories over single-occupant cars. Exceptions may apply where electronic or fixed signage explicitly authorises single-occupant use for specific lane segments.

DGT officials said the updated rules respond to congestion concerns on key routes, including the A-6 motorway near Madrid, where bus-VAO lane traffic and delays have increased significantly in recent years. The measure aims to reinforce the intended function of these lanes for high-occupancy and collective transport.

Implementation of the Bus-VAO rule will be phased in based on real-time traffic conditions and signage at lane entrances. Official communications indicate that enforcement and conditions may vary by location and traffic management needs.
